听力原文： The United States operates under a federal system of government. Under the federal system，power is divided between the central government and the states. The central government is given specific powers. These powers are named in the Constitution. Powers that are not assigned to the central government in the Constitution belong to the states.
The central government can pass laws that affect trade between states. The central government can also make treaties with foreign countries. It has the power to print money. The Constitution gives the central government these powers. These powers belong to the central government only. However，the states have many powers that the central government cannot control. For example，a state is allowed to tax people who live and work in the state. The central government cannot put a limit on the amount of money that a state taxes its people.
Many people feel that the federal system has many good points. One good point is that it restrains the power of the central government. The central government cannot become too powerful. Another good point is that the central government makes sure that the bigger states don't become too powerful. Under the Constitution，all states are treated equally. 听力原文： In spite of stories of prosperity in the United States, not only does poverty exist there, but crimes of various types have been increasing at an alarming rate.
Most types of serious crime increased from 363.5 in every 100,000 people in 2003 to 535.5 in 2004. In that one year, there was one murder committed every 24 minutes, one case of robbery in every 10 minutes and one case of rape in every 7 minutes. The cases of murder involved 21,456 victims. Most acts of violence were committed by young people. 57% of the criminals arrested in 2004 were youths below 25 years of age.
Everyone agrees that crime is partly a result of bad material conditions, poverty, lack of education, living without a settled home, being parentless, sufferings due to other kinds of misfortunes, etc.
There are also other factors than material conditions which are responsible for the sharp increase of the crime rate. In the first place, some states have made laws approving the death penalty but some have not. Secondly, the constitution allows every citizen to carry weapons for his own protection. It is therefore possible aid easy for anyone in the country to get a gun. Finally, there has been too much violence shown on TV and too much violence reported in newspapers of all kinds. The details of the crimes are so accurately described that even children know how to repeat what they have seen or read. All these have resulted in a higher frequency of crimes committed both by professional criminals and by nonprofessional ones such as murder, drug smuggling, robbery, pocket-picking, etc.

听力原文： Today I'm going to discuss transportation and communication in the early 19th century in the United States. At that time, inland waterways provided North America's most popular form. of long distance transportation. Travel by river was often more convenient than taking a wagon over primitive country roads, especially when shipping heavy loads of farm products or household goods. Where the natural water- ways were inadequate, shallow canals were built. The Erie Canal, opened in 1825, connected the Great Lakes with the upper Hudson River. It allowed settlers in the Great Lakes region to send their crops eastward to New York City at the mouth of the Hudson at a much lower cost. From there, crops could be shipped to other Atlantic ports. The construction of the Erie Canal also encouraged Westward migration along inland waterways and helped populate the frontier. Politically the waterway system united the nation in a way few had imagined possible. By the mid-1800's faster and cheaper railroads became more popular and the canal system declined. Railroads could be used year round whereas canals were often frozen in the winter. During the first third of the century, however, transportation on rivers, lakes and canals aided greatly in the growth of the United States. Next week we'll discuss the railroads in greater detail.

And yet did you know that watches and clocks were scarce in the United States until the 1850s. In the late 1700s, people didn't know the exact time unless they were near a clock. And since industrialization made possible the manufacture of large quantities of goods, watches became fairly inexpensive. Furthermore electric lights kept factories going around the clock. Being "on time" had entered the language and life of every citizen.

听力原文： The first postal service in North America began in New England in the 17th century. All mail arriving in Massachusetts colony was sent to the home of appointed official in Boston. The postal service, which was started over 3 centuries ago, has developed into an extensive government service with post offices in every city, town, and village in the United States.
