But today, everyone--from the Philadelphia firefighter, his part-time receptionist wife and their three children, to the single Los Angeles lawyer, starting out on his own--needs a portfolio.

A portfolio is simply a collection of financial assets, it may include real estate, rare stamps and coins, precious metals and even artworks. But those are for people with expertise. What most of us need to know about arc stocks, bonds and cash (including such cash equivalents as money market funds).

How do you decide what part of your portfolio should go to each of the big three? Begin by urulerstanding that stocks pay higher returns but are more risky; bonds and cash pay lower returns but are less risky.

Reach by Ibbotson Associates, for example, shows that large company stocks, on average, have returned 11.2 percent annually since 1926. Over the same period, by comparison, bonds have returned an annual average of 5.3 percent and cash, 3.8 percent.

But short term risk is another matter. In 1974, a one-year $1000 investment in the stock market would have declined to $735.

With bonds, there are two kinds of risk: that the borrower won't pay you back and that the money you'll get won't be worth very much. The U.S. government stands behind treasury bonds, so the credit risk is almost nil. But the inflation risk remains. Say you buy a $1000 bond maturing in ten years. If inflation averages about seven percent over that time, then the$1000 you receive at maturity can only buy $500 worth of today's goods.

With cash, the inflation risk is lower, since over a long period you can keep rolling over your CDs every year (or more often). If inflation rises, interest rates rise to compensate.

As a result, the single most important rule in building a portfolio is this: If you don't need the money for a long time, then put it into stocks. If you need it soon, put it into bonds and cash.

The term birth control refers to the volitional (自觉的) control of the number and spacing of children in a family. It encompasses the wide range of rational and irrational methods that have been used in the attempt to regulate human fertility, as well as the response of individuals and of groups within society to the choices offered by such methods. Birth control has been and remains controversial. The U. S. reformer Margaret Sanger coined the phrase in 1914~1915 and, like the social movement she founded, the term has been caught up in a quest for acceptance, generating many synonyms, family planning, planned parenthood, responsible parenthood, voluntary parenthood, contraception, fertility regulation, and fertility control.

Human reproduction involves a range of activities and events, from sexual intercourse through birth, and depends as well on a series of physiological interactions, such as the timing of ovulation within the menstrual cycle. The visible events are central to the transmission of life and have been subject to social and religious control. The invisible factors in human reproduction gave rise early on to speculation and in modern times have become the topic of scientific investigation and manipulation. New knowledge relevant to birth control has diffused at different rates through various social groups and has not always been available to those with the greatest need. Hence, the conflicts and controversies surrounding birth control have been complex and impassioned. The disagreement over birth control arises in part from the debate over what is natural and what is artificial (and, to some, unacceptable).

In 1790 a Venetian monk, Gianmaria Ortis, concluded that human population growth could not continue indefinitely. Malthus' work a few years later stimulated more discussion and also provided the intellectual clue that inspired Charles Darwin's theory of biological evolution through the survival of the fittest. In 1798 Thomas Malthus wrote An Essay on the Principle of Population. It posed the conundrum (大难题) of geometrical population growth's outstripping arithmetic expansion in resources. The debate about human numbers remained academic, however, until the 1950s, when a surge in population occurred as a result of the comparative peace and prosperity following World War Ⅱ.

In Malthus' time world population was under 1,000,000,000, and when Sanger and Stopes opened the first birth control clinics population was still less than 2,000,000,000. In 1960 global population surpassed 3,000,000,000, and the next 1,000,000,000 was added in a mere 15 years. In the 19th century the population of industrialized nations rarely grew by more that 1 percent per annum, but in the 1960s and '70s many developing countries exploded at a rate of 2 to 3 percent per year.

Rapid population growth has several economic consequences. It requires heavier investment in education, health, and transport merely to maintain these services at their previous level; yet, the working population has a higher burden of dependence to support, making both individual and national saving more difficult. Although population growth is not the only problem dividing rich and poor countries, it is one important variable that has widened the gap in growth in per capita income between developed and developing nations. Advocates of birth control see it as a means to prevent the personal and social pressures that result from rapid population growth.

There is a marked relationship between patterns of reproduction and the risk of death to the mother and her child. Maternal deaths and infant mortality are up to 60 percent higher among girls under 15 than among women who have a child in their early 20s. The risk of death to the mother and her child rises again in the second half of the 30s. Maternal and infant mortality is lowest for the second and third deliveries.

Organic farming was among the fastest growing segments of U.S. agriculture during the 1990s. The value of retail. sales of organic food was estimated to be $16 billion in 2004. According to the Food Marketing Institute, more than half of Americans now buy organic food at least once a month. Why is organic food becoming so popular?

What is Organic Food?

In December 2000, the National Organic Standards Board of the U.S. Department of Agriculture (USDA) established a national standard for the term "organic". Organic food, defined by how it cannot be made rather than how it can be made, must be produced without the use of sewer-sludge fertilizers, most synthetic fertilizers and pesticides, genetic engineering (biotechnology), growth hormones, irradiation and antibiotics. A variety of agricultural products can be produced organically, including produce, grains, meat, dairy, eggs, and processed food products.

"Organic" does not mean "natural". There is no legal definition as to what constitutes a "natural" food. However, the food industry uses the term "natural" to indicate that a food has been minimally processed and is preservative-free. Natural foods can include organic foods, but not all natural foods are organic. Only foods labeled "organic" have been certified as meeting USDA organic standards.

Organic Farming

The phrase 'organic farming' — first appeared in Lord Northbourne's book Look to the Land, published in 1940. But the truth is, organic farming is the oldest form. of agriculture. Before the end of World War Ⅱ, farming without the use of petroleum-based chemicals (synthetic fertilizers and pesticides) was the only option for farmers. Technologies developed during the war were found to be useful for agricultural production. For example, the chemical ammonium nitrate (硝酸铵), which was used as munitions (军需品), became useful as fertilizer, and organophosphates (有机磷酸盐) used for nerve gas were later used as insecticide.

These days, farmers are switching to organic agriculture once again, but now with an ecologically based, systematic approach that includes long-term planning, detailed record keeping and major investment in equipment and supplies. Although it is still only a small industry, the number of organic farmers is growing by about 12 percent per year and now stands at more than 12,000 nationwide.

Organic Farming in the U.S. Today

The USDA's Economic Research Service reports that in 1997, the latest year for which data are available, farmers in 49 states used organic production methods and thirdVparty organic certification services on 1.35 million acres out of a total of 828 million acres of farmland. Approximately two-thirds of the certified U.S. organic farmland was used for crops, and one-third was used as pasture.

Large farms, mostly located in the Midwest and West, produced processed tomatoes, organic wine grapes and other high-value crops on a commercial scale, whereas numerous small farms, concentrated in the Northeast, specialized in mixed vegetable production for direct marketing to consumers and restaurants.

While organic food can be found throughout the country, California was the leader in production of organic fruits and vegetables in 1997, followed closely by Arizona, Florida, Texas, and Washington in decreasing order of total yield. Farmers and ranchers in 23 states raised a small number of certified organic cows, hogs and sheep. New York, Wisconsin and Minnesota were the top producers of organic dairy cows.

The size of the Chinese economy is likely to climb, in world rankings, from its current position as the sixth largest to the second largest by 2030, said economists with global investment bank Lehman Brothers.

With its gross domestic product (GDP) growing at an annual rate of 6 per cent, China will come in after the United States to secure the second place spot, the economists said.

Such an economy stands to offer exciting business and capital market opportunities to foreigners over the next 10 years or so, said Robert Subbaraman, a Lehman Brothers senior economist who is the co-author of a newly released comprehensive report on China's economic, political, social and foreign policy prospects over the next 10 years.

At a press conference last week in Beijing, Subbaraman and his colleagues offered detailed explanations of their forecasts regarding the impact of the country's accession to the World Trade Organization (WTO), growth opportunities and how to do business in China.

WTO Impact

China's economy will be disrupted in the short term, but in the long run, it can benefit immensely from its WTO entry, said Subbaraman.

Rising numbers of bankruptcies and displaced workers are likely, as increased trade competition after the WTO forces a reallocation of resources away from protected and less competitive industries to sectors where China has more of a comparative advantage, he said.

According to the International Monetary Fund, WTO accession will subtract 0.3 per cent from China's real GDP growth in the first year.

Subbaraman said potential losers from the accession include the highly protected agricultural, telecommunications and banking sectors and some of the more capital-intensive ones such as the auto industry.

Besides short-term adjustment costs, WTO accession will have a profound effect on the composition of China's balance of payments, he said.

The reduction in trade barriers will lead to a substantial increase in merchandise imports but only a modest rise in exports.

Furthermore, WTO entry will help spur the development of the legal and regulatory framework and accelerate reform. in the bank and enterprise sectors, thus creating demand for foreign services — financial, accounting, management consultancy and legal — to support restructuring.

As a result, the current account surplus of US $ 20.5 billion in 2000 is likely to decrease and could sink into a small deficit by 2003, Subbaraman said in his report.

However, the decrease in Chinas s current account should be more than offset by an improvement in the capital account, noted Paul Sheard, chief economist for Lehman Brothers Asia.

The liberalization of China's services sector should attract stronger FDI (foreign direct investment) inflows, while measures to strengthen the rule of law and to broaden and deepen the bond and equity markets should help deter portfolio capital flight.

"On our estimates, actual FDI will soar from US $ 46. 8 billion today to a round US $ 65 billion by the end of 2003,” he said, adding that China's overall balance of payments surplus is expected to increase steadily in the coming years.

"This means that the tendency for the RMB will be to appreciate once China begins to move toward a more flexible exchange rate regime," he said.

In the long run, WTO entry is expected to add around 1.3 per cent per annum to China's GDP growth, he added.

"We are optimistic that China will achieve an average 6 per cent growth over the next two decades," he said at the press conference.

Urban Energy Planning for a Sustainable Environment

The People's Republic of China (China) is the world's most populous country and the second largest energy consumer, with a rapid economic growth that has led to sharp increases in energy demand. In order to address this issue, China has to make a large investment in energy development and production and in the improvement of energy efficiency.

At the beginning of 1998, the Chinese government enforced the Energy Conservation Law (ECL), promoting and encouraging energy efficiency as well as the development and use of renewable energy.

In November 2001, in the framework of the Sino-Italian Cooperation Programme for Environment Protection (SICP), the Italian Ministry of Environment and Territory (IMET) and the State Environmental Protection Administration of the People's Republic of China (SEPA) signed a Memorandum of Understanding (MOU).

According to the MOU, SEPA and IMET agreed to undertake the project titled Urban Energy Planning for a Sustainable Environment (UENP) at the municipal level. A set of "target" municipalities was identified within China's territory, allowing for a subsequent dissemination of the UENP approach to other locations with similar energy efficiency problems. Initially, the energy planning effort will be primarily focused on three cities: Jinan, Suzhou and Taiyuan.

Project Objectives

The general objective of the UENP is to identify and evaluate optimal solutions to reduce CO2 emissions and to improve the integrated environmental quality in the long run.

More specific objectives are:

the assessment within the "pilot" municipalities of the potential for an increase in energy efficiency in the most significant energy consumption sectors, taking into account the general structure of energy supplies and use and related environmental pollution issues.

the formulation of feasible energy planning for each one of the pilot municipalities which may serve as a basic support for and guidance to the local authorities in the energy development and environmental protection sectors.

The UENP will enable local governments to make appropriate decisions about energy production and consumption at the local level, for the industry, agriculture, service, and civil infrastructure sectors. The development of such a planning tool will involve both international and national experts as well as local experts and authorities in order to guarantee the sharing of the results.

Capacity Building

All of the activities included in Phases A, B and C will be performed through a close cooperation between the Italian and the Chinese expert teams. During the project, a specific program of training and capacity building for the Chinese experts will be activated.

Project Funding

The total cost of the project is 1.1 million Euro, including 0.3 million Euro for the activities to be performed by SEPA. CETMA will act as the implementation agency for the Italian side.

Duration of the Project

The duration of the project is estimated to be 18 months.

Methodological Approach

The UENP will consist of the following three phases:

Phase A: Energy Planning Framework

Aim of this phase will be to assess the current energy situation in China, with a national as well as a regional perspective.

This exercise will provide the conceptual and strategic framework for the activities to be developed in the following project phases. Phase A will include the following main activities:

review of the present conditions of the national and regional economics, energy sources and environment;

estimation of energy demand (medium and long term) and the potential load on the environment.
