earlier period, our desire for material wealth may have been justified. Now, however, this desire for more than we need is causing serious problems. Even though we have good intentions, we may be producing too much, too fast.

Those who criticize economic growth argue that we must slow down. They believe that society is approaching certain limits on growth. These include the fixed supply of natural resources,the possible negative effect of industry on the natural environment, and the continuing increase in the world's population. As society reaches these limits, economic growth can no longer continue and the quality of life will decrease.

Educating girls quite possibly yields a higher rate of return than any other investment av
ailable in the developing world.

Women's education may be unusual territory for economists, but enhancing women's contribution to development is actually as much an economic as a social issue. And economics, with its emphasis on incentives (激励), provides guideposts that point to an explanation for why so many girls are deprived of an education.

Parents in low-income countries fail to invest in their daughters because they do not expect them to make an economic contribution to the family: girls grow up only to marry into somebody else's family and bear children. Girls are thus seen as less valuable than boys and art kept at home to do housework while their brothers are sent to school the prophecy (预言)becomes self-fulfilling, trapping women in a vicious circle (恶性循环) of neglect.

An educated mother, on the other hand, has greater earning abilities outside the home and faces an entirely different set of choices. At the Kyoto conference on global warming in December 1997, it became abundantly clear how
complex it has become to work out international agreements relating to the environment because of economic concerns unique to each country. It is no longer enough to try to forbid certain activities or to reduce emissions of certain substances. The global challenges of the interlink between the environment and development increasingly bring us to the core of the economic life of states. During the late 1980s we were able, through international agreements, to make deep cuts in emissions harmful to the ozone layer. These reductions were made possible because substitutions had been found for many of the harmful chemicals and, more important, because the harmful substances could be replaced without negative effects on employment and the economies of states.

Although the threat of global warming has been known to the world for decades and all countries and leaders agree that we need to deal with the problem, we also know that the effects of measures, especially harsh measures taken in some countries, would be nullified(无效的) if other countries do not control their emissions. Whereas the UN team on climate change has found that the emissions of carbon dioxide would have to be cut globally by 60% to stabilize the content of CO2 in the atmosphere, this path is not feasible for several reasons. Such deep cuts would cause a breakdown of the world economy. Important and populous low-income or medium-income countries are not yet willing to undertake legal commitments about their energy uses. In addition, the state of world technology would not yet permit us to make such a big leap.

We must, however, find a solution to the threat of global warming early in the 21st century. Such a commitment would require a degree of shared vision and common responsibilities new to humanity. Much of the language used to describe monetary policy, such as "steering the economy to a
soft landing" or "a touch on the brakes", makes it sound like a precise science. Nothing could be further from the truth. The link between interest rates and inflation is uncertain. And there are long, variable lags before policy changes have any effect on the economy. Hence the analogy that likens the conduct of monetary policy to driving a car with a blackened windscreen, a cracked rear view mirror and a faulty steering wheel.

Given all these disadvantages, central bankers seem to have had much to boast about of late. Average inflation in the big seven industrial economies fell to a mere 2.3% last year, close to its lowest level in 30 years, before rising slightly to 2.5% this July. This is a long way below the double-digit rates which many countries experienced in the 1970s and early 1980s.

It is also less than most forecasters had predicated. In late 1994 the pane] of economists which The Economist polls each month said that America's inflation rate would average 3.5% in 1995. In fact, it fell to 2.6% in August, and is expected to average only about 3% for the year as a whole. In Britain and Japan inflation is running half a percentage point below the rate predicted at the end of last year. This is no flash in the pan; over the past couple of years, inflation has been consistently lower than expected in Britain and America.

Economists have been particularly surprised by favorable inflation figures in Britain and the United States, since conventional measures suggest that both economies, and especially America's, have little productive slack. America's capacity utilization, for example, hit historically high levels earlier this year, and its jobless rate (5.6% in August) has fallen below most estimates of the natural rate of unemployment—the rate below which inflation has taken off in the past.

Why has inflation proved so mild? The most thrilling explanation is, unfortunately, a little defective. Some economists argue that powerful structural changes in the world have up-ended(颠倒) the old economic models that were based upon the historical link between growth and inflation.
